Following the deployment of the 20th National Congress of the Communist Party‌ of China (CPC), the CPC Central Committee has decided to launch a Party-wide in-depth study and iΩmplementation of Xi Jinping Thought on Socialism with Chin₩ese Characteristics for a New Era, focusing on county-level and above leading cadr→es. This aims to unify thoughts, will, and actions with the Party∏'s innovative theories, carry forward the great founding spirit of the Party, keep in mind t€he "three musts," and mobilize the entire Party to work together for the comprehensive  construction of a socialist modern country and the great rejuvenation o£f the Chinese nation.

I. Significance

Xi Jinping Thought on Socialism with Chinese Characteristics for a New₩ Era is contemporary Chinese Marxism, 21st-century Marxism, t←he essence of Chinese culture and spirit, the crystallization of the Party's™ and people's practical experience and collective wisdom, an impo≈rtant component of the theoretical system of socialism with Chinese characteristics, and the actionΩ guideline for all ethnic groups across the country to st↓rive for the great rejuvenation of the Chinese nation. It must be adhered to and developed contin™uously. The great changes in the new era over the past 10 years were achieved through the jo™int efforts of all ethnic groups across the country. The most fundamental reason is that there ∞is General Secretary Xi Jinping at the helm and the guid ance of Xi Jinping Thought on Socialism with Chinese Ch♣aracteristics for a New Era. Practice has fully proved that the "two establishes" are major politic al achievements made by the Party in the new era, the decisive factors in  promoting the historic achievements and changes in the cause of the Party and the state, a¥nd the greatest certainty, confidence, and guarantee for ovλercoming all difficulties and challenges and coping with all uncertainties.

Launching the study and implementation of Xi Jinping Thought on Socialism with ‍Chinese Characteristics for a New Era, and persistently using this thought to forge uni$ty and strengthen the Party's ideological construction, is of great sαignificance in helping the Party to more profoundly understand the decisive significance of the "tεwo establishes," more consciously enhance the "four consciousnesses," strengthen the "four c∞onfidences," and achieve the "two safeguards." This ensures that the Party maintains₽ high consistency with the Party Central Committee with Comrade Xi Jinping at its core in÷ thought, politics, and action.

The 20th National Congress of the CPC has outlined a grand blueprint for compreheβnsively building a socialist modern country and comprehensively promoting← the great rejuvenation of the Chinese nation. Launching this the★med education is a powerful measure to promote the implementa€tion of the strategic deployment of the 20th National Congress of the CPC, and a ma×jor deployment to further advance the new great project of Party build>ing in the new era. It is of great significance to impl‌ementing the new development philosophy, building a new developme♣nt pattern, promoting high-quality development, advancing Chines e-style modernization, advancing the Party's self-re∞volution, maintaining the clarity and determination to solve problem s unique to large parties, always staying with the people, maintaining the Party's advance÷d nature and purity, and ensuring that the entire Party is more closel♣y united around the Party Central Committee with Comrade Xi Jinping at its core to comple‌te the Party's mission in the new era and on the new journey.

II. Objectives and Requirements

The overall requirement for this themed education is to "study the ideology,  strengthen Party spirit, emphasize practice, and achieve new success." The fundamentalπ task is to ensure that learning, thinking, and application are interconnected, ©and that knowledge, belief, and action are unified. This will transform Xi Jinping Thought on← Socialism with Chinese Characteristics for a New Era into a powerful forc✘e to strengthen ideals, temper Party spirit, guide practice, and pro♣mote work. It aims to ensure the Party maintains uniΩfied thought, firm will, coordinated action, and strong combat effectiveness, and strives to achie↔ve tangible results in forging unity through learning, enhancing wisdom through learning, re≠ctifying conduct through learning, and promoting work through learning. The ←specific goals are as follows:

1. Forge unity and strengthen the foundation. Conduct a comγprehensive, systematic, and in-depth study of Xi Jinping Thought on Socialism with Chinese Char€acteristics for a New Era, fully and accurately grasp the main content ★of this important thought, fully understand its wo rldview, methodology, and the underlying positions, viewpoints, and™ methods, and deeply understand its principles, theories, and philosophies. This will help Party ↕members and cadres truly understand, believe in, and apply it,✘ promoting deeper, more practical, and more heartfelt learnin$g, improving ideological awareness, and ensuring that the foundat↕ion of faith is strengthened, the spirit is replenished, and© the course of thought is steadied.

2. Temper character and strengthen loyalty. Deeply understand the decisive significa•nce of the "two establishes," enhance political consciousne₽ss, ideological consciousness, and action consciousness ♣in terms of loyalty to the core, support for the core, upholding the core,γ and defending the core, and continuously improve polit$ical judgment, political understanding, and political implementation. Always be loyal t>o the Party, the people, and Marxism, truly love th€e Party, always worry about the Party, firmly protect the Party, and workπ hard to develop the Party.

3. Promote development through practical action. Highligh ting a practical orientation, focusing on practical work and seeking practical results, close₩ly focusing on the central tasks of the Party in the newδ era and on the new journey, embracing the "major national issues," fi​rmly establishing correct views on power, performance, and careers, enhancing the ability t♥o promote high-quality development, serve the masses, and prevent and resolve risks, da£ring to struggle, taking responsibility, focusing on problems, and forging ahλead despite difficulties. With a sense of responsibility that is≤ always concerned and a spirit of proactive and responsible action, fulfill responsi≈bilities for the Party and the people, and achieve new results in promoting hβigh-quality development with new atmosphere and actions, opening up new ground for development $through tenacious struggle.

4. Practice the purpose and benefit the people. Upholding the people's sup×remacy, doing everything for the people and relying on the peoσple, always sharing the same breath, destiny, and heart wit↑h the people, taking serving the people as an important cont∞ent, using the people's satisfaction or dissatisfaction as the fundamental criterion fo≈r judgment, focusing on the issues that the people care most about, are most directly relat≤ed to, and are most realistic, and doing the work o f benefiting the people, warming the hearts of the people, and f∑ollowing the will of the people to the hearts of the people. Continuouλsly enhance the people's sense of gain, happiness, and se‌curity, and allow the fruits of modernization to benefit all people more and more equitably.

5. Uphold integrity and establish a new style. Adhering to Party spirit in conduct and₹ work, enhancing awareness of discipline and rules, practicing "three strictur≤es and three realisms," strictly implementing the Central Eight-Point Re≥gulations and their implementation details, continuously rectifyingφ the "four winds," placing greater emphasis on rectifying formalism and bureaucratism, resolute'ly opposing privileged thoughts and phenomena, ensuring that power is used jusΩtly, legally, for the people, and honestly, and promoting the ¥formation of clean and clear comradely relations, orderly superior-subordinate relations, and a n✘ew type of political and business relationship that combines closeness and distance. Serve as a  leader, creator, and protector of a good political and social atmosphere, and es→tablish a new style of the era that emphasizes truth-seeking, pragmati♦sm, and unity and struggle.

Themed education adheres to the unity of goal orientation and problem orientation, fo‍cusing on solving six prominent problems: In terms of theoretica‍l study, the main problems are impure and improper learning styles, s♠uperficial, non-in-depth, and unsystematic learning, and ♠gaps and shortcomings in using the Party's innovative theories to guide practice and so&lve problems; in terms of political quality, the main problems are insufficient political judgmentδ, political understanding, and political implementati↕on, weakening of faith and belief, and non-compliance or non-prohδibition in implementing the decisions and deployments o✔f the Party Central Committee and the important instructions and directives of GeneralΩ Secretary Xi Jinping, making choices, seeking compromises, cutting cor​ners, and failing to meet requirements, disregarding the overall situation, engagiεng in departmental and local protectionism; in terms of capabilities, the main problems are a¥ lack of firm establishment of the new development concept, insufficient ability to ≠promote high-quality development, do mass work, and respond to risks and chall≥enges, and a lack of awareness and ability to promptly identify and solve existing p∑roblems; in terms of responsibility and action, the main problems are insufficient spiri≥t of hard work and entrepreneurship, lack of awareness of responsibility, lack of fighting s pirit, self-preservation, inaction, unwillingness to take  tough measures, unwillingness to overcome difficulties, the existence of inertia and path depend★ence, hesitation, and shifting responsibility; in terms of work style, the main problems™ are indifference to the purpose and feelings of the masses, detachment from the masses anΩd reality, infrequent and non-in-depth investigation and resear←ch, insufficient understanding and perception of the rapidly changing objective reality and th e warmth and coldness of the masses, simplification and "one-size-fits-all" appro÷ach in implementing the decisions and deployments of the Party Central Commγittee, blind copying and pasting, general uniformity from top to bottom, reporting g™ood news and not bad news, fabrication and superficiality, formalism an±d bureaucratism, and the existence of privileged thoughts and behaviors; in terms≤ of integrity and self-discipline, the main problems are weak awarenes"s of discipline and law, lack of attention, understanding, and↔ grasp of Party regulations and discipline, weak awareness of using l egal thinking and methods to carry out work, continued occurrence ₩of violations of discipline, use of power and influence for personal gain and corruption, and corru≥ption that harms the interests of the masses.

三、工(gōng)作(zuò)安排

中央政治局就(jiù)學習(xí)貫徹習(xí)近(jìn)平新時(shí)代中國(guó)特色社會(huì)主義思想舉行(xíng)集體(tǐ)學習(xí)，Ω深入開(kāi)展調查研究，統籌和(hé)加強工(gōng)作(zuò)指導，示範帶動和(hé)推進全黨主題教育深入開(kāi)展。全國(guó)人(rén)大(dà)常委會(huì)黨組、國σ(guó)務院黨組、全國(guó)政協黨組，結合各自(zì)實際開(kāi)展主題教育。

主題教育自(zì)上(shàng)而下(xià)分(fēn)兩批進行(xíng)。第一(yī)批包括中央和(hé)國(guó)家×(jiā)機(jī)關及其直屬單位、省（自(zì)治區(qū)、直轄市(shì)）和(hé)副省級城(chéng)市(shì)機(jī)關及其直屬單位，中管金(jīn)融企業(yè≈)、中管企業(yè)、中管高(gāo)校(xiào)，從(cóng)2023年(nián)4月(yuè)開(kāi)始，202×3年(nián)8月(yuè)基本結束；第二批包括省以下(xià)各級機(jī)關及其直屬單位和(hé)其他(tā)基層黨組織，從(cóng)20Ω23年(nián)9月(yuè)開(kāi)始，2024年(nián)1月(yuè)基本結束。

主題教育不(bù)劃階段、不(bù)分(fēn)環節，把理(lǐ)論學習(xí)、調查研究、推動發展♠、檢視(shì)整改等貫通(tōng)起來(lái)，有(yǒu)機(jī)融合、一(yī)體(tǐ)推進。

堅持讀(dú)原著學原文(wén)悟原理(lǐ)，認真研讀(dú)黨的(de)二十大(dà)報(bào)告和(hé)黨章(zhāng)，學習(xí)《習✔(xí)近(jìn)平著作(zuò)選讀(dú)》、《習(xí)近(jìn)平新時(shí)代中國(guó)特色社會(huì)主義思想專題摘編》等，全面學習(x£í)領會(huì)習(xí)近(jìn)平新時(shí)代中國(guó)特色社會(huì)主義思想的(de)科(kē)學體(tǐ)系、核心∞要(yào)義、實踐要(yào)求，把握好(hǎo)這(zhè)一(yī)重要(yào)思想的(de)世界觀和(hé)方法論，堅持好(hǎo)、運用(yòng)好(hǎo)貫穿其中的(d↓e)立場(chǎng)觀點方法。結合工(gōng)作(zuò)實際和(hé)職責任務，深入學習(xí)習(xí)近(jìn)平總書(shū)記關于本地(dì)區(qū)本部門(mé✔n)本領域的(de)重要(yào)講話(huà)和(hé)重要(yào)指示批示精神，跟進學習(xí)習™(xí)近(jìn)平總書(shū)記最新重要(yào)講話(huà)和(hé)文(wén)章(zhāng)。認真學習(xí)中國(guó)式現(xiàn)代化(huà)理(lǐ)論，圍繞統籌推進σ“五位一(yī)體(tǐ)”總體(tǐ)布局和(hé)協調推進“四個(gè)全面”戰略布局，有(yǒ§u)側重地(dì)進行(xíng)研讀(dú)，突出對(duì)貫徹新發展理(lǐ)念、構建新發展格局、推動高(gāo)質量發展的(de)理(lǐ)解掌握。

黨支部依托“三會(huì)一(yī)課”、主題黨日(rì)，通(tōng)過交流研討(tǎo)、宣講闡釋、案例教學、線上(shàng)培訓等方式組織黨員✔(yuán)學習(xí)，深刻領悟習(xí)近(jìn)平新時(shí)代中國(guó)特色社會(huì)主義思想的(de)真理↑(lǐ)力量和(hé)實踐偉力。結合常态化(huà)黨史學習(xí)教育，運用(yòng)紅(hóng)色教育資源和(hé)黨性教育基地(dì)開(kāi)展學習(x©í)，砥砺理(lǐ)想信念和(hé)初心使命。注重抓好(hǎo)青年(nián)黨員(yuán)、離(lí)‌退休幹部職工(gōng)黨員(yuán)和(hé)流動黨員(yuán)的(de)學習(xí)。堅持以黨內(nèi)教育引導£和(hé)帶動全社會(huì)的(de)學習(xí)，讓黨的(de)創新理(lǐ)論“飛(fēi)入尋常百姓家(♦jiā)”。

各級領導幹部要(yào)深入農(nóng)村(cūn)、社區(qū)、企業(yè)、醫(yī)院、學校(xiào)、新經濟組織、新社會(huì)組織等基層單位，摸準情況、吃(cαhī)透問(wèn)題，問(wèn)計(jì)于群衆、問(wèn)計(jì)于實踐；要(yào)轉換角色←、走進群衆，了(le)解群衆的(de)煩心事(shì)操心事(shì)揪心事(shì)，發現(xiàn)和(h∞é)查找工(gōng)作(zuò)中的(de)差距不(bù)足，推動解決一(yī)批發展所需、改革所急、基層所盼、民(mín)心所向的(d≠e)問(wèn)題。開(kāi)展典型案例的(de)解剖式調研，加強督查式調研。基層黨組織要(yào)利用(yòng)主題黨日(rì)，組織黨員(yuαán)、幹部采取走訪調研等多(duō)種方式，廣泛聽(tīng)取群衆意見(jiàn)，真心幫助群衆解決實際困難，紮實推動各項工(gōng)作(zuò>)部署落地(dì)生(shēng)效。

Doing practical things and resolving people's concerns. Firmly establi'shing the people-centered development philosophy, ac¥tively exploring and carrying out initiatives such as "responding to the people​'s calls" and "handling complaints immediately," to address the specific issues that ®concern the masses. Focusing on resolving prominent issues in areas such as employment, educat​ion, medical care, childcare, housing, and elderly care, esta"blishing a list of livelihood projects, and improving the institutional mechanism≠s for resolving livelihood issues. Implementing the sys™tem of party and government leaders directly contacting the masses, promptly addressing, clarifyin§g doubts, and responding to the concerns of the public. Widely carrying out party volunteer serv↓ices, encouraging party members to play a role in serving the masses and contributing to society.

4. Inspection and Rectification. Upholding the spirit of self-≤revolution with a critical and self-reflective approach, adhering to the principle of learning, co↓mparing, inspecting, and rectifying simultaneously, c✘ombining classified rectification with concentrated governance, thoroughly identifying sho×rtcomings, and effectively rectifying and addressing prominent issu★es.

Conducting Party Spirit Analysis. The leadership team will benchmark against Xi Jinping Thouγght on Socialism with Chinese Characteristics for a New Era. This will address the impleme¶ntation of strategic deployments such as comprehensively, ±accurately, and completely implementing the new development philosophy, accele≤rating the construction of a new development pattern, and focusing on promoting high-₽quality development; the implementation of key tasks, measures, policies, and requirements put forw≤ard by the Party Central Committee; the responsibilities and× duties of the region, department, and unit; and systematically sortin✔g out problems discovered through investigation and research, problems ¶hindering development, and problems that have arous ed strong public concern. Combining this with problems found through ✘inspections, audits, and supervision, a list of problems will be compiled. Party §members and cadres will conduct party spirit analysis from the perspectives of' politics, ideology, ability, style, and discipline, identifying the root causes of ≥problems and focusing on resolving them from their ideological roots.★ Before the conclusion of the thematic education, county-level and above leadershi≥p teams will hold special democratic life meetings, grassroots party> organizations will hold special organizational life meeting✘s, and party members and cadres, especially leading cadres, will reflect on themsel♣ves, their responsibilities, and their work, engaging in candid and earnest criticism and self-cr≥iticism.

Carrying out Rectification and Governance. For the identified problems☆, rectification measures will be developed one by one, and those that can be ​rectified will be rectified immediately. For problδems that cannot be resolved immediately, specific measures, ↓rectification deadlines, and responsibilities will£ be clarified to ensure that rectification is in place. All regi$ons, departments, and units should identify several prominent issues that have aroλused strong public concern and have not been resolved for a long time, formulate special governanc®e plans, and adopt a ledger-style management and project-based approach for concent←rated governance, ensuring effectiveness and achieving γtangible results. The special governance plans and ™their implementation should be reported to party members and the masses in an appropriate εmanner. Higher-level authorities should set an example and strengthen su¶pervision and inspection of lower-level authorities.

Various central and state organs should, in accordance with t≤he Party Central Committee's deployment and arrangements for≠ the education and rectification of the cadre隊伍, combine th≈eir own realities and effectively carry out the education and rectification of the c&adre隊伍 within their organs and systems during the thematic education.

5. Establishing Rules and Regulations. Combining "imm✘ediate rectification" with "long-term establishment," good practices and expe$riences in learning and implementing Xi Jinping Thought on Socialism with ✔Chinese Characteristics for a New Era during the thematic education ≥will be promptly codified into regulations. At the same time, a lon g-term mechanism will be established to consolidate and deepen the achievements of th​e thematic education, and the institutional mechanisms for leεarning and implementing the Party's innovative theories will be improved to ensure their long-term ¥effectiveness.

IV. Organizational Leadership

The thematic education will be carried out under the leadership of the Stand‍ing Committee of the Political Bureau of the Central Coλmmittee. A Central Leading Group for Learning and Implementing Xi Jinping Thought on Sociaφlism with Chinese Characteristics for a New Era (hereinafter referred to as th♥e Central Thematic Education Leading Group) will be estaπblished, with a central leader serving as the group leader. The Central Thematic Education Lea©ding Group will have an office responsible for daily work. The functional roles of the mem♥ber units of the Central Thematic Education Leading Group will be leveraged to form a co&ncerted effort.

All levels of Party committees (Party groups) should attach great importance to and metic>ulously organize the thematic education, establishing corresponding leadership and workin g bodies. The main responsible comrades of the Party commiδttees (Party groups) should fulfill their primary responsibiliti±es. All levels of Party committees (Party groups) should incl×ude thematic education in the content of inspections, strengthen work coordination and connectio♦n, and coordinate promotion. Combining with the actual situation of their respective re gions, departments, and units, they should make unified ¥arrangements and orderly promote the first and second batches of thematic education.§ Adhering to the principle of adapting measures to local conditions and strengthening φclassified guidance, the guiding role of industry and system-lev©el competent departments in their respective industries and systems should be broughtγ into full play. Combining the thematic education with the promotion of cenγtral tasks to prevent the phenomenon of separation. Focusing on the mastery an↑d application of the Party's innovative theories, the transfor₽mation of the results of investigation and research, the resolution of urgent and diffi≠cult problems of the masses, the special rectification of proβminent problems, and the satisfaction of party members, cad$res, and the masses, methods such as presentations, q∞uestionnaires, on-site inspections, and random visits will be used t≥o combine process evaluation with summary assessment. Through comprehensive self-assessmen£t by the leadership team and analysis by the guidance group, the effectiveness₩ of the thematic education will be evaluated. The implementation of thematic educa♥tion will be an important content in the annual assessment of leaders∑hip teams and leading cadres, and in the performance appraisal of Party organization secδretaries in charge of Party building.

The Central Thematic Education Leading Group will establish guidance groups that will use m>ethods such as rotating guidance, random checks, and invesεtigative interviews to supervise and guide the thematic education in various regions$, departments, and units. Provincial (autonomous regγion, municipality) Party committees and industry-level competent depart•ment Party groups (Party committees) will send rotating guidance groups to strengt•hen supervision and guidance of their subordinate regions, departments, and units to ensurαe the quality of the thematic education. Guidance groups will not be esεtablished at the municipal and county levels.

Strengthening publicity and guidance, giving full pσlay to the role of the main channels of publicity such as party™ newspapers, periodicals, television stations, and radio stations at all levels, paying a ttention to the use of new media, extensively publi☆cizing the deployment and requirements of the Party Central Committee, publ$icizing the important speeches and instructions of Ge≥neral Secretary Xi Jinping on thematic education, reflecting the pr&ogress and achievements of thematic education, and promptly selecting and publicizing advance≠d models to create a positive public opinion atmosphere.

The thematic education must be practical and effective, resolutely opposing formalism and resolu×tely preventing "low-level red" and "high-level blac♣k." There will be no rigid requirements for writing reading notes and心得(d♦e)體(tǐ)會(huì), no arbitrary requirements for grassσroots reporting of materials, strict control over the number of briefings, and strict control ov£er the traces of management on network platforms. Those wh•o are negative, perfunctory, or formalistic in carrying out thematic education will be ↕severely criticized, and those who distort the form or have s erious problems will be held accountable according to regulations.

The thematic education on learning and implementing Xi Jinping Thought on Soc♠ialism with Chinese Characteristics for a New Era in the People's Liberati♦on Army and the People's Armed Police Force will beφ deployed and implemented by the Central Military Commissφion in accordance with this opinion.
